Purpose of this notice

The United States Department of Transportation’s (U.S. DOT), Federal Motor Carrier Safety Administration (FMCSA) is recompeting the Multiple-Award, Indefinite Delivery Indefinite Quantity Contract (IDIQ) to support their Analysis, Research and Technology Programs. The purpose of this notice is to announce the upcoming Virtual Webinar describing the new requirements. The follow-on IDIQ contract is expected to be awarded in 2025.

Background

FMCSA’s Office of Analysis Research and Technology (ART) is seeking new and innovative ideas to support its programs. The agency will consider original and creative solutions to achieve the agency’s goal of reducing commercial motor vehicle-related fatalities and injuries.

ART’s Mission:

To save lives and reduce crashes and injuries by advancing large truck and bus safety through collaboration, education, research, technology, and compliance. The goal is to reduce the number and severity of commercial motor vehicle (CMV) crashes and enhance the efficiency of CMV operation by:

• Providing data, producing statistics, and conducting systematic studies directed toward fuller scientific discovery, knowledge, or understanding, and

• Identifying, testing, and supporting technology transfer activities and deployment of CMV safety technologies.

ART is made up of three divisions. The primary responsibilities of the Analysis Division are to provide timely, accurate, and complete data, statistics and analysis in support of FMCSA programs, State partners, the motor carrier industry.

The Research Division conducts research to reduce CMV-involved crashes and enhance the safety and efficiency of CMV operations by conducting systematic studies directed toward fuller scientific discovery, knowledge, and understanding that contribute to a safe and secure commercial transportation system.

The Technology Division identifies, develops, tests and deploys innovative technologies to improve the safety and security of commercial motor vehicles (CMV). The division conducts research and testing to support the deployment of existing CMV safety solutions; and the safe introduction of Automated Driving Systems (ADS) in the National Transportation System.

Interested firms will also be provided an opportunity to submit written questions during the Webinar. After the Webinar, the questions and answers will be posted on the sam.gov website.
